I have read and noted the full statement made by the Prime Minister of the United Kingdom, the Right Honourable Andy Burnham, expressing sorrow and regret for Britain’s role in the transatlantic slave trade, and his willingness to consider a formal apology on behalf of the British state.

This is a significant and welcome development, particularly on the eve of the Commonwealth Heads of Government Meeting in Antigua and Barbuda.

The transatlantic slave trade was a grave injustice whose consequences have endured long after emancipation. An acknowledgement of historical responsibility, accompanied by a formal apology, would be an important step towards healing and strengthening relations between Britain and the countries and peoples affected by slavery.

I particularly welcome Prime Minister Burnham’s proposals for practical assistance to poor and vulnerable Commonwealth countries. His initiative to seek improved debt arrangements, including longer repayment periods and more favourable interest rates, addresses a serious constraint on the development of many of our countries.

His Government’s commitment to support the transition to renewable energy, strengthen the international voice of smaller countries, advance education and combat poverty and inequality is also encouraging.

For Antigua and Barbuda and other small and vulnerable states, these commitments are particularly relevant. Our countries face severe challenges from climate change, natural disasters, high borrowing costs and an international financial system that does not adequately recognise our vulnerabilities.

We would welcome the opportunity to work with the British Government to translate these proposals into practical arrangements that improve access to affordable financing, strengthen climate resilience and create greater opportunities for sustainable development.

The Caribbean’s longstanding position on reparatory justice remains unchanged. Differences over financial compensation should be addressed through dialogue, but they need not prevent progress in areas where agreement is possible.

I therefore also welcome Prime Minister Burnham’s offer of a structured dialogue with countries affected by the transatlantic slave trade.

Such engagement should have a firm timeline; be inclusive, open, respectful, and directed towards meaningful outcomes.

As Antigua and Barbuda prepares to welcome Commonwealth leaders, I look forward to discussing these matters with Prime Minister Burnham and exploring how we can advance them together.

Prime Minister Burnham has offered a constructive opening. We will build upon it at CHOGM.
