Prime Minister to Present Bill Modernizing Tax Recovery and Enforcement Procedures

Prime Minister Gaston Browne will today table the _Tax Administration and Procedure (Amendment) Bill, 2025_ in Parliament — a wide-ranging reform designed to modernize how Antigua and Barbuda recovers unpaid taxes while safeguarding fairness and accountability.

The proposed amendments would establish a statutory charge on real property for delinquent taxpayers, empower the Commissioner of Inland Revenue to issue clear property titles after the sale of seized assets, and tighten oversight of auctions and public sales to ensure transparency.

The Bill also refines the definition of “property” and formalizes the role of “designated officers,” setting clear boundaries for enforcement authority and accountability within the tax system.

Officials say the goal is to strike a balance between fairness to taxpayers and the Government’s responsibility to secure outstanding public revenues — a step viewed as essential to sound fiscal planning and sustainable national development.

The reform forms part of broader efforts to strengthen fiscal management and align Antigua and Barbuda’s tax administration with international financial best practices.
